Team Seats vs. Client Seats vs. Agency Billing
Policy Stack uses a few similar words for different access models. Keep them separate by asking: who is using the access, what workspace opens, and who pays?

Team Seats
Team seats are for staff operators. They let a team member work inside a practice or agency context, including clients, pipeline, scenarios, and client-seat operations. Team seats never open an advisor's personal banking workspace.
Client Seats
Client seats cover a client's Builder Pro access. A seated client gets Builder Pro without a charge to their own card while the seat is active. Client seats are independent from team seats and from client data-sharing consent.
Owner-Covered Advisor Billing
Owner-covered billing is an agency owner paying for another advisor's Practice account. It does not turn that advisor into a team member, and it does not create extra client seats by itself.
Pooled Agency Client Seats
Pooled client seats belong to the agency when the agency pool is enabled. They cover client Builder Pro access for eligible shared clients. If the agency page does not show pooled seats, the agency is still using the standard advisor-carried client-seat model.
Common Mix-Ups
- Adding a team member does not add a client Builder Pro seat.
- Assigning a client seat does not add staff access.
- Covering an agency advisor's Practice billing does not cover that advisor's team members.
- Pooled client seats do not expose any advisor's personal banking workspace.
